If you believe the difference is about pedals versus levers, then, if your ultimate intention is to play pedal harp, you should try to learn on a pedal harp. It is easier to go from pedal harp technique to lever harp technique than the other way around. Remember, this is all about your goals with the harp. You can think of the strings on the harp as the white keys on the piano. The black keys on the piano are sharps and flats of these notes.

Cheaper harps tend to have a smaller, less rounded sound that more expensive harps. The levers can be harder to use compared with more expensive harps. However, they can be great starter instruments to whether the harp is for you. Then you can always upgrade when you're sure!
